I have the same problem on our debian system (current testing squeeze).

The problem is that ppp can't assign to client an ip address:

[lns default]
...
assign ip = yes
ip range = 10.1.25.128-10.1.25.254
local ip = 10.1.25.1
...

But on the log file:
Jun 23 02:07:35 gnom xl2tpd[15553]: start_pppd: I'm running:
Jun 23 02:07:35 gnom xl2tpd[15553]: "/usr/sbin/pppd"
Jun 23 02:07:35 gnom xl2tpd[15553]: "passive"
Jun 23 02:07:35 gnom xl2tpd[15553]: "nodetach"
Jun 23 02:07:35 gnom xl2tpd[15553]: "10.1.25.1:0.0.0.0"
Jun 23 02:07:35 gnom xl2tpd[15553]: "refuse-pap"
Jun 23 02:07:35 gnom xl2tpd[15553]: "auth"
Jun 23 02:07:35 gnom xl2tpd[15553]: "require-chap"
Jun 23 02:07:35 gnom xl2tpd[15553]: "name"
Jun 23 02:07:35 gnom xl2tpd[15553]: "BigurVPNserver"
Jun 23 02:07:35 gnom xl2tpd[15553]: "debug"
Jun 23 02:07:35 gnom xl2tpd[15553]: "file"
Jun 23 02:07:35 gnom xl2tpd[15553]: "/etc/ppp/ppp-options.xl2tpd"
Jun 23 02:07:35 gnom xl2tpd[15553]: "/dev/pts/7"

To remote side sends ip address 0.0.0.0. If i use a static ip at client
side, and enable ipcp-accept-remote option in ppp config file at
server side - all works fine.

gnom:~# dpkg -s xl2tpd
Package: xl2tpd
...

Architecture: i386
Version: 1.2.6+dfsg-1
