[Openswan Users] home router with ipsec/l2tp server and PPPoE WAN mode

Let me explain my setups with some simple text diagrams.
The first setup: SUCCESS
VPN Router <W>----wired(static or dhcp)------<W>NAT-Router
<<<<<wireless (IPHONE)
Note: For DHCP wired connection I am using a DHCP server between the routers.
The second setup:FAIL
VPN Router<W>PPPoE--------- Internet Internet---------3G-IPHONE
I hope it is a routing issue. Should I also concern about the below message?
road-warrior-host"[1] 166.205.139.100 #4: responding to Main Mode
from unknown peer 166.205.139.100
