Hi, I tried to install it getting ->

penswan-2.6.28-1.x86_64.rpm  openswan-2.6.28.tar.gz
[root at GW13 osu]# rpm -Uvh openswan-2.6.28-1.x86_64.rpm

that's fine.

Just make sure you have the openswan rpm file of the installed version. you can always downgrade using rpm --force -Uhv openswan-oldversion.rpm
