[Openswan Users] Not able to apply natt patch on kernel 2.6.28.1

Hi All,
 
sorry for spamming but i was not sure in which mailing list it should go.
 
I am newbe in Linux & Openswan.
I have installed fedora9.0 and downloaded kernel (2.6.28.1) src from site.
 
after extracting linux source i executed command specified in README as i want to use klips
make nattpatch | (cd /usr/src/linux-2.8.28.1 && patch -p1)

it create patch but fails in case of udp.c available in net/ipv4/udp.c
 
 
then i tried using netkey for temperorary purpose.. even compilation & installation of openswan userland failed saying xmlto command not found..
 
searched xmlto in my mc but failed.. 
 
Kindly let me know if i am not following correct steps & sujjest me correct combination of latest kernel source & openswan source
