[Openswan Users] Openswan stoping issue

Centos kernel 2.6.9 , openswan 2.4 

service ipsec start successfully but it doesnot respond at 
service ipsec stop

it dont show any error and keep waiting till i cancle presing ctrl^c

it does not stop or show in process but its running 

any suggestions ?

PS: using default conf file.. hanvt done any configs yet.
