[Openswan Users] difficulty setting up roadwarrior

I'm trying to set up roadwarrior connection for my laptop with the
sanitized config below.

I have base waiting for a connection but the log is showing the
following when I do:

ipsec auto --up 'road'

packet from 174.144.136.7:500: initial Main Mode message received on
66.a.b.c:500 but no connection has been authorized

I think this means I'm trying to start but something is wrong with my
keys?  Or am I missing something?
