Not without more information. "crashing" means userland crash, kernel crash,
tunnel just not coming up (eg no crash at all), or what?

You will have to show us pluto logs.

My bet is your ISP changed their network, and now either has PMTU issues,
or instated some IPsec/IKE filter to prevent the tunnel from establishing.
