Symbian does not support L2TP/IPsec. Nokia has their own VPN server which
they recommend of course. There are people who have tried to emulate this
Nokia VPN server with Openswan, see for example this article by Ben Martin:

It is however a lot of trouble and I'm not sure if it's worth it. It's also
unclear if this only works with PSKs and XAUTH, which as far as I know isn't
terribly secure. Client certificates are more secure and I know how to
import them (see:
http://www.jacco2.dds.nl/networking/symbian_cert_import.html)
but I don't know if you can modify the Linux Journal setup mentioned
above to use those certificates. Nokia has released very little documentation
about the parameters used in this setup.
