My money is on Cisco :-). They are one of the few commercial vendors to
support DPD (AFAIK), they were involved with the NAT-T standard and then
there was this iPhone trademark dispute which was resolved by "exploring
opportunities for interoperability in the areas of security, and consumer
and enterprise communications":
