Please do not use the "owner" address, but use users at openswan.org
instead.

Yes, look at the testing/pluto/l2tp* testcases where one end is
configured as an l2tp client. These test cases are only available in
openswan 2.5.x and 3.x, not in 2.4.x (though 2.4.x can do it too)
