Looks like an error in the default location of the secrets file. The
default is /etc/ipsec.secrets, so someone changed "verify" but not
"showhostkey". Is this a packaged openswan, a custom compile or did
you manually change the location?

either specify the secrets whil ipsec showhostkey --file or just
create a sotlink between the two files.
