[Openswan Users] problem with many connections

Hello,
my english is not perfect...

i setup an openswan server which receives over 20 connections from 
others gateways. As the number  of connections  comes over 20  , 
sometime connection between the server and  some client gateway is dead 
and when i manually up it,with " ipsec auto  --(delete-add-up)"  even if 
i can see the connection established i can't still ping the network in 
the other side of the server and vice-versa.
on the server ipsec --version gives Linux Openswan U2.4.6/K2.6.15 
(netkey) and on the right side Linux Openswan U2.4.6/K2.6.16 (netkey)
