Well... I had exactly the same problem. I tested Openswan on Debian
(Woody, kernel 2.6.9 & Sarge, kernel 2.6.17.7). I didn't find any
solution for the issue with (x)l2tpd, neither on the Internet nor by
myself :(
So I decided to try another l2tp daemon. I used rp-l2tp. I was very
satisfied with it - I didn't notice any tunnel stability problems (it
worked for above 24h with no problems at all).

But consult other people if using rp-l2tp is a good choice. I remember
Jacco didn't advice using rp-l2tp, because it did not support some
features the xl2tp did.
