..if I have understood I must edit the file:

/usr/src/redhat/SPECS/xl2tpd.spec

and to add:

%build
export 
DFLAGS= -g -DDEBUG_PAYLOAD -DDEBUG_MAGIC -DDEBUG_FLOW_MORE -DDEBUG_CONTROL_XMIT 
 -DDEBUG_CONTROL -DDEBUG_FLOW -DDEBUG_CLOSE -DDEBUG_HELLO
make DFLAGS="$RPm......"

..then:
#rpmbuild -ba /ysr/src/redhat/SPECS/xl2tpd.spec

I must before remove the xl2tpd rpms files current ?? or must to do upgrade 
with Uvh option ?

..and then:

#rpm -hiv /usr/src/redhat/RPMS/i386/xl2tp*rpm
