So IPsec works, but then things seem to fail.

Do you have any xl2tpd logs that indicate a problem?

Can you recompile xl2tpd and use:

DFLAGS= -g -DDEBUG_PAYLOAD -DDEBUG_MAGIC -DDEBUG_FLOW_MORE -DDEBUG_CONTROL_XMIT -DDEBUG_CONTROL -DDEBUG_FLOW -DDEBUG_CLOSE -DDEBUG_HELLO
