Are you testing manual keying to roll out production manual keying? If
not, then doing manual keying for "testing purposes" makes as much sense
as testing a car with manual gears to learn how to drive an automatic car.

manual keying is "IPsec without the IKE protocol". It's not testing any of
the IPsec deployments used these days.
