Are you insane? For this kenrel you must use netkey because it has
backported netkey in it. 2.4 kernels with backported netkey are not
supported with KLIPS at all.

You better update to centos-5, it has best possible CentOS kernel for
firewall system, Kernel is actually 2.6.18.4 and it's very good with
netkey (supporting ipsec policy matching) and it's supported by klips
too if you require ipsecN devices.
