[Openswan Users] Basic Openswan question

Greetings everyone,

I'm very new to Openswan so please forgive me for asking this very basic question:

Scenario:
From a linux box users connect to a Win 2k3 server (terminal server) using rdesktop. I'm suppose to secure this connection (TCP port 3389) using certificates. I have already searched on the net about doing this in linux and found out only Openswan. The only thing i'm confused is that whatever i read about Openswan is about creating a VPN (and my boss doesn't want to create a vpn for this). 

My question is (I hope it makes sense): can i use openswan to accomplish my task or not?

I will really appreciate an answer from the gurus here.
