[Openswan Users] KLIPS module

If you compile your Kernel without the NETKEY modules, openswan will use the
KLIPS module be default...

We just tried to play nice with the NETKEY people, and made that the default
stack to try first. openswan-3.0 has an option in ipsec.conf to configure
the stack.
