[Openswan Users] Prioritizing IPSEC traffice (QoS)

We use "tc" (added in linux 2.2) to prioritize isakmp then ica (for example)
on our VPN server only used by roadwarriors.

I can't tell you more because that's not me who make the script.

Has anyone done anything with QoS and a point-to-point tunnel between 
two Linux servers.  Basically, what I need is to give priority to the 
IPSEC tunnels between the two servers so someone doesn't bog it down 
when they download files, etc.

my thought is to give priority (TO/From) the public IP address 
(regardless of the port) on each server.

Any suggestions?
