[Openswan Users] openswan machine initiating the VPN

hi,

I have OSW 2.4.5dr1 running fine and VPNed into a
linksys box. For some reason though only deviced
behind the LS box can initiate the VPN, after that
happens, it works both ways but if I reboot the OSW
box (break the VPN), then the only way to bring the
VPN back up is by initiating some traffic from LS box
network.

any ideas? is this a timeout issue?
