Maybe. AFAIK, we have no testcases to test manual keying in transport mode.
If you find out it fails, we'll gladly accept written testcases. See
openswan-2/testing/

Manual keying is something we *strongly* discourage. (And should not be
confused with manually using 'ipsec whack' which could still be automatic
keying)
