I forgot that the source code of racoon is available from Apple :-)

They have decided to work on their own KAME fork instead of using
ipsec-tools.
Perhaps Apple should hire Xelerance to port Openswan :-) After all,
Apple "wants to work with mature projects where an OEM relationship
manager can make deals, answer questions and sign contracts".
