[Openswan Users] how to get persistent connection from Windows XP

I have an L2TP over IPSEC connection from a Windows XP client to a linux 
server running openswan and xl2tpd.  What is the best way to have the 
connection (initiated from Windows XP) be persistent?  I would like the 
connection to start when Windows is rebooted and to reconnect if the 
connection is dropped.

I can set the Redialing Options from the Network Connections properties, 
but I'm not sure what's the best way to auto-connect on system startup.
