[Openswan Users] unreachable - need to frag

I tried that, but I don't think I lowered it enough, I lowered it to
1400 and 1200 was required on the individual systems. I'll try 1200 on
the default.

Lower it on the default gateway of those machines, so they should all
fall back to the default gw's lowered mtu. So that is the inside mtu, eg
of the local LAN of the gateway box.
