DPD might help here. I see some commented-out dpd entries in your
configs, so I guess you may have tried it already.

You probably should try with dpdaction=restart. But I know there's a
problem with that which is only fixed in the most recent 2.4.6rc
versions. So you could try to download the latest code and try that.
