This is exactly what it means: the client is not allowed in due to
a configuration error.

Is your client connecting from an IP address that is not allowed
in the L2TP-PSK conn? Is the client behind NAT and NAT-Traversal
is not enabled in ipsec.conf?

You'd have to show your ipsec.conf, /var/log/messages and/or
the output of 'ipsec barf'.
