[Openswan Users] kernel interface 'netkey' not available

Finally I got an older cvs  version via
 cvs -d :pserver:anoncvs at anoncvs.openswan.org:/public/cvs co -d 
"2005-07-01" -D "2005-07-01"  -r v2_4_X openswan-2
cd 2005-07-01
and
make programs
make: Nothing to be done for `programs'.

ls showed, that there is no Makefile available.
Is there more to obey, when trying to get an old version?
