That does not match with your ipsec --version output. Perhaps you have
installed both an rpm and openswan in /usr/local ?

try: ls -l /usr/sbin/ipsec /usr/local/sbin/ipsec

If you find two, you have two installs and should probably rm everything
in /usr/local/lib/ipsec, /usr/local/libexec/ipsec /usr/local/sbin/ipsec.
