[Openswan Users] how to set nat_traversal option?

lan-a -----------gw-a -------nat----internet------gw-b----lan-b
 how to set nat_traversal option in setup section?
 a . gw-a yes , gw-b yes
b. gw-a yes , gw-b no
c. gw-a no , gw-b yes
d. gw-a no , gw-b no
  if i set the options as c ,then both IKE and IPSEC SA can be established
,but gw-b seems send packet in ESP not UDP .
if i set the options as a ,the I encounter a problem that IKE sa negotiate
pending (both gw-a and gw-b are openswan2.4.0 +klips +2.6.13.2).
