[Openswan Users] failed to build notification for spisize=0

Why openswan 2.3.1 fails to send notification about errors?

Testcase 1:
on one side set pfs=yes and on other side pfs=no (notification to other 
side will fail with failed to build notification for spisize=0).

Testcase 2:
on one side set rightsubnet=192.168.75.10/32 and on other 
rightsubnet=192.168.75.11/32 (notification will fail again with failed 
to build notification for spisize=0)

What "failed to build notification for spisize=0" mean?
