I did not see any message that puto is dying. Only that it is being stopped
on request.

You might want to include /etc/ipsec.d/samples/no_oe.conf to disable Opportunistic
Encryption.

Which is causing these to happen.

This is a requst to shut down. I do not see any sign of a crasher.
