A free client? That's going to be difficult. There is a free L2TP/IPsec
client available from Microsoft but it is unsupported, just like Win98
itself (http://www.jacco2.dds.nl/networking/msl2tp.html).

An alternative is of course the Microsoft PPTP client. Or some free SSH
client. Depends on what you are looking for in a VPN solution.
