I would suspect that it is a client side problem, if another client can
connect just fine.

Well, you could provide the ipsec.conf and l2tpd.conf. And the exact
error message that the client reports. And any logs from l2tpd.
L2tpd was running, right? You could try to enable IPsec and/or
PPP logging on the client:
