No, L2TP is not the issue here.

I think this was true for Openswan 2.2.x but not anymore for 2.3.x.
But why would this be a problem?

I haven't tried that but it looks like asking for trouble.

You could upgrade to the 2.6.10_1.770 kernel but even that one is not
the most recent FC3 kernel (currently it's 2.6.11-1.35_FC3).
Alternatively you could simply download the SRPM and build the
KLIPS RPM for your specific kernel. It's not too difficult, really.
