It certainly applies to L2TP/IPsec. I cannot attest to plain IPsec but
I suspect that it will work.

Actually, the issue is Transport Mode vs Tunnel Mode. L2TP/IPsec uses
Transport Mode and multiple clients in Transport Mode behind are the
problem.
