rp-l2tp does not use options.l2tp. The options are specified in
/etc/l2tp/l2tp.conf

Dunno, perhaps the RPM failed to install? Unfortunately both l2tpd
and rp-l2tp use the same filename for their daemons and init scripts,
namely l2tpd.
