You didnt use a package manager? Eg on debian apt-get remove openswan and on
suse/redhat rpm -e openswan.

If installed from source:

rm -r /usr/local/lib/ipsec /usr/local/libexec/ipsec /usr/local/sbin/ipsec

Perhaps you also need/want to remove /etc/init.dipsec and /etc/ipsec.*
