Yes, based on the PPP username/password. Such as the
user 'sam' in this example:

I don't know how to do it based on the IPsec certificate.
Perhaps it is doable with some crafty scripting.
IPsec is not involved with assigning virtual IP addresses
in the L2TP/IPsec protocol. L2TP/PPP deals with that.
