AFAIK, pgpnet is really old and no longer developed. It will fail on NAT.
I think it is part of PGP upto version 7. At some point it was discontinued.
Try for example: http://ftp.fu-berlin.de/mirror/pgpnet.html
(or ftp.zedz.net or www.pgpi.net, or other mirrors)

But I believe it is not presented as a seperate product from 'pgp'.
