This is a problem of the 2.6 native ipsec stack. KLIPS does not have this
problem.

I believe it is due to packets that should trigger a tunnel. While the
tunnel is being setup this error happens, instead of the packet being
cached and send on after the tunnel established, this error is returned.
Though you might triggering thing slightly different.

That is also why Opportunistic Encryption currently does not work well
with the 2.6 stack.
