Whether it's acceptable or not depends on whether this is going to
dent their bottom line :)

99% of the Internet is TCP, which doesn't use fragments normally.
I'd guess that the most commonly broken application if you filter
out all fragments would be the various VPN solutions, IPsec/PPTP/etc.
