I don't think so. That description doesn't ring a bell, to be honest.

The update only shows up in the catalog if SP1 is installed. So perhaps
that is the problem?

No, it's a feature of some NAT devices, before NAT-T existed.
In fact, it is incompatible with NAT-T.
