  Do you want to limit amount of bandwidth the tunnel uses, or limit how
much bandwidth is used by a particular stream inside the tunnel.
  (or both)

  Clearly limiting bandwidth before things are encrypted is cheaper than
afterwards.

  For fixed rate first hops where no bursting is ever possible, or where
latency is very high (residential-type ADSL), CBQ is just fine.
