I think I figured it out.  It was in the freeswan documentation about
routing and how the interfaces are created and labeled.  It appears the
ping response is being router back out the Ethernet not the ipsec
device.  Reading up on how to create aliases for tunnels, seems quite
similar to doing cisco serial and fe interfaces.
