Here the solution of my problem:
 
I was behind a NAT gateway and I tried to connect to it from inside its subnet;
with linux it works fine but with windows the server was unable to recognize
which computer was sending ip packages, if it was inside the subnet or not. 
I think the server didn't understand how to comunicate with the windows
computer
inside its subnet and so it decided to block or discar all the arriving
pakages...but honestly I'm not so sure about this hypothesis.

However I changed gateway and the tunnel went up with all other internet
activity! :)
