  I'll have to think about whether or this is going to work right
with OE. Probably the answer is yes, but if not, we'll make use of
PLUTO_CONN_POLICY to figure out if it is appropriate.

  The best way is to write the test case that you want to see succeed,
and submit that as well :-)
