[Openswan Users] ipsec-tools and openswan-2.1.5.xxFDC2

I wanted to upgrade to openswan-2.1.5...FDC2.  I downloaded the rpm binaries.

when I go to install, rpm complains that 
]# rpm -ivh openswan-2.1.5-1fc2.i386.rpm
warning: openswan-2.1.5-1fc2.i386.rpm: V3 DSA signature: NOKEY, key ID b7e82df8
error: Failed dependencies:
        ipsec-tools is needed by openswan-2.1.5-1fc2

I do have ipsec-tools installed.  I guess I just may need to update some rpm library links, or something?
