I found the Windows error messages fairly useless so far. The Openswan
logs are usually much better. I'm not sure about this error 678:
perhaps the L2TP cannot be reached? Is there any NAT involved? Can you post
the Openswan and/or L2TP logs?

Perhaps you are using l2tpd on a distribution which does not support legacy
PTYs, such as Fedora Core 2/3 or Mandrake 10.1?

Have you looked at the Troubleshooting section in my Howto?

> virtual_private=%v4:10.0.0.0/8,%v4:172.16.0.0/12,%v4:192.168.0.0/16

You might need to exclude the internal subnet, i.e. add something like:

...  ,%v4:!192.168.2.0/24
