I know that Mandrake 10.1 has it disabled. FC3 probably too. And possibly
Slackware 10 (see link below).

rp-l2tp seems to work. The alternative would be to modify l2tpd so that
it is supported by FC2. A patch has been posted to the l2tpd mailinglist
(http://l2tpd.graffl.net/msg02190.html) but I have not tried it yet.
It's an context style patch and to be honest, that always makes me
a bit wary.
